Indian initiatives on DSM

Indian demand-side management (DSM) industry is at a nascent stage with only a few Indian utility-driven initiatives having taken off the ground. Most of the programmes implemented by Indian distribution utilities are pilots aiming to establish concepts. Further, most programmes implement generic measures such as time of day tariffs, power factor improvement, etc. Very rarely, attempts are made to change on consumer side on the meter.

Some recent DSM programmes implemented by utilities in the country are presented below using a uniform format. These programmes can be classified into five major DSM measures as follows:

  • Energy Efficiency

  • Integrated DSM projects

  • Fuel Substitution and

  • Load Management

  • DDG

Apart from the above-mentioned programmes, several other DSM measures such as power factor correction, pricing initiatives including time of use and demand based tariff have been implemented in India under directives given by the Regulatory Commissions in their Tariff Orders.

A list of DSM programmes is presented below in Table below. Detailed Case Study of each project has been provided in the following sections. The contents of the case studies are based on the report prepared by ABPS Infrastructure Private Limited (ABPS Infra) for Bureau of Energy Efficiency (BEE) on the terms of engagement agreed between the parties as a part of International Energy Agency DSM Agreement.
